CDR Robert Scotland is the Commandant of the Cayman Islands Coast Guard. He’s served in this role since its establishment in 2018 and is responsible for ensuring maritime safety and security of the Cayman Islands. Prior to becoming Commandant of the Coast Guard, CDR Scotland served over 24yrs with the Royal Cayman Islands Police Service (RCIPS), resigning at the rank of Superintendent. During his career with the RCIPS, CDR Scotland served as the Officer In Charge of the Uniformed & District Operations Portfolio, the Specialist Operations Portfolio, and the Joint Intelligence Unit. CDR Scotland holds Post Graduate degrees from the UK Defense Academy (Cranfield University) in Resilience, and the University of Leicester in Criminal Justice & Police Leadership and Management and is a graduate of the United Kingdom’s National Police Improvement Agency (now the UK College of Policing) International Commanders Programme. Throughout his career CDR Scotland has been actively involved in various initiatives across government departments and ministries focused on improving public safety & security through the integrated use of Information, Communication & Technology. CDR Scotland currently serves as the chairman of the United Kingdom’s Caribbean Overseas Territories & Bermuda Working Group for Search and Rescue related matters and is a member of the Cayman Islands National Maritime Strategy Committee. He is also a past member of the UK’s Foreign and Commonwealth Office’s Caribbean Overseas Territories & Bermuda Working Group for combatting Serious and Organized Crime and is the past chairman of the Sub-Working Group for enhancing Intelligence & Covert Policing tactics within the Caribbean Overseas Territories & Bermuda.
