Brigadier Phil de Rouffignac has commanded at all levels and has deployed on operations in the Balkans, Iraq, Afghanistan and elsewhere. Staff roles have been undertaken at Brigade, Divisional, NATO Corps and Directorate level, with staff training undertaken at the Canadian Forces Command and Staff College. He has been Chief of Staff HQ Healthcare Delivery and Training; Commander Medical, 1st (UK) Division and DACOS Medical, Permanent Joint Headquarters. He commanded 2nd Medical Brigade from August 2022 until March 2024, successfully delivering the Brigade’s transformation under Future Soldier and delivering medical training to hundreds of Ukrainian front-line medics. He assumed the role of Senior Responsible Owner for the RENOVATOR project in April 2024, assisting Ukraine with generating medical capacity and capability.
Brigadier de Rouffignac has a Chemistry degree from Warwick University and a Masters in Defence Studies from the Royal Military College of Canada. He was awarded the Parkes Medical Support Officer Prize in November 2014, became a Member of the Order of St John in April 2016 and was Head of the Medical Support Officer Cadre 2019-2022. Brigadier de Rouffignac is married to Annmarie; they have two children, Larissa (16) and Henry (10). As a former Chair and President of AMS Triathlon, he is a multiple sprint distance and two-time Ironman finisher despite both children being far better swimmers than he is.
