Commodore Paulo Jorge da Silva Ribeiro was born in Lisbon, on the 14th July 1962, he entered the Naval Academy on 07th September 1981, and promoted to officer on 01th October 1987.
At sea, he accomplished duties as tactical officer in the Fleet replenishment ship N.R.P. São Gabriel (1987/1988) and in the frigate N.R.P. Comandante Roberto Ivens (1989/1991). He acted as Executive Officer in the corvette N.R.P. António Enes (1992) and in the frigate N.R.P. Comandante João Belo (1997/2000).
He was Commanding Officer of the patrol ships N.R.P. Cuanza (1992/1993) and N.R.P. Cacine (1993/1995), and of the frigate N.R.P. Comandante Sacadura Cabral (2006/2007). During this sea tours, he participated in several national and international naval exercises, and he integrated international fleets: the Naval on-Call Force Mediterranean (1990), currently the Standing NATO Maritime Group 2, the Standing Naval Force Atlantic (1991) currently the Standing NATO Maritime Group 1, and the European Maritime Force (1998 and 2006). He performed duties in the Fleet Command, as Protocol and Fishery Control Activities officer (1995/1997), in the Education and Training Directorate, as Head of the Training Methods Division (2003/2006), in the Military University Institute, as Chief of the Support Services (2011/2012), and later as Coordinator of the Navy Education Area (2016/2017), and in the Personnel Directorate, as Chief of Civilian Personnel Division (2012/2015). He served in the Operations Division of the International Military Staff to NATO Military Committee, at NATO Headquarters, in Brussels, Belgium, (2008/2011).

His last tour before being promoted to Commodore (promotion date 06 December 2018), he served as Madeira Maritime Zone Commander (2017/2019).
Commodore Paulo Ribeiro is a Principal Warfare Officer Above Water specialist, and among several other courses, he attended the Senior Course at the NATO Defense College, in Rome, Italy (2007) and the Flag Officers Promotion Course (2015/2016). As Flag Officer he was appointed as Director of the Education and Training Directorate (January to November 2019), and currently, since 18th November 2019, he is the Commandant of the Corpo de Fuzileiros. Commodore Paulo Ribeiro is married to Ana Elisa Ribeiro, and they have one daughter, Inês.
