Colonel Frank Maxwell is a native of Fayetteville, North Carolina and received his commission as a Field Artillery Officer from East Carolina University in 2002. COL Maxwell began his career as a Company Fire Support Officer and Battery Fire Direction Officer with the 2nd Battalion, 11th Field Artillery Regiment and 1st Battalion 27th Infantry Regiment, Schofield Barracks, Hawaii including one deployment to Operation Iraqi Freedom. He later served as the Company Fire Support Officer for A Company, 2nd Battalion, 75th Ranger Regiment including two deployments to Operation Iraqi Freedom and one to Operation Enduring Freedom. Upon completion of the Field Artillery Captains Career Course, COL Maxwell was assigned to 4th Battalion, 25th Field Artillery Regiment at Fort Drum, New York as the Battalion Assistant Operations Officer and later Commander of A Battery with one deployment to Operation Enduring Freedom. Following Battery Command, COL Maxwell served as a Field Artillery Analyst at the National Ground Intelligence Center, Charlottesville, Virginia. Subsequently, he was assigned to the Army Special Missions Unit as an Assistant Operations Officer and Special Activities Planner including multiple deployments in support of Operation New Dawn and contingency operations. Following the U.S. Army Command and General Staff Officer’s Course at Fort Leavenworth, Kansas, COL Maxwell was assigned to the 18th Field Artillery Brigade where he served as the Brigade Fire Support Coordinator, Brigade Executive Officer, and Battalion Operations Officer in 3rd Battalion 27th Field Artillery Regiment at Fort Liberty, North Carolina. His next assignment was Foreign Affairs Officer and Army Fellow in the Bureau for Political-Military Affairs at the U.S. Department of State in Washington, DC. COL Maxwell then served as the Deputy Director for Operations at the Joint Interagency Task Force – National Capital Region, Joint Special Operations Command in Arlington, VA including two deployments in support of Operation Resolute Support and one to Operation Enduring Freedom – Horn of Africa. COL Maxwell commanded 2nd Battalion, 18th Field Artillery Regiment at Fort Sill, Oklahoma which included one deployment to the Republic of Korea. Most recently, COL Maxwell was assigned as the Operations Division Chief for the Deputy Director for Special Operations, J-37 on the Joint Staff. COL Maxwell holds a Bachelor of Science in Business Management from East Carolina University, a Master of Science in Education from Kansas State University, and a Master of Strategic Studies from the U.S. Army War College. His military education includes the Field Artillery Officer Basic and Captain Career Courses, Command & General Staff College, HQDA Strategic Broadening Seminar at the Joint Services Command and Staff College at Shrivenham, United Kingdom, the Command & General Staff College Interagency Fellowship, and the U.S. Army War College. He is a graduate of the Joint Terminal Attack Controller Qualification Course, Joint Firepower Course, Joint Operational Fires and Effects Course, Airborne School, and Ranger School. COL Maxwell’s awards and decorations include the Defense Superior Service Medal (DSSM), Bronze Star (2 OLC), Defense Meritorious Service Medal (1 OLC), Meritorious Service Medal (2 OLC), Joint Service Commendation Medal, Army Commendation Medal (4 OLC), Joint Service Achievement Medal, Army Achievement Medal (2 OLC), Combat Action Badge, the Parachutist Badge, and the Ranger Tab. He is married to Rachel Maxwell of Waldorf, MD and they have two children, Landon (11) and Kinley (10).
