LTC Welch graduated from the United States Military Academy at West Point earning a Bachelor of Science in Mechanical Engineering and commissioned as an Engineer officer in May 2005. His first duty assignment was with the 65th Engineer Battalion, where he served as an Engineer Platoon Leader, as well as serving as a Company Executive Officer, deploying to Operation Iraqi Freedom for 82nd ESC, 65th Engineer Battalion, Schofield Barracks, Hawaii. Following his assignment with the 65th Engineer Battalion, LTC Welch served as the Assistant S-3 - Current Operations for 130th Engineer Brigade, Schofield Barracks, Hawaii. After completing the Engineer Captain’s Career Course, LTC Welch earned his Masters of Science in Engineering Management from University of Missouri, Science and Technology. LTC Welch served as S-3 Plans, 1st Engineer Battalion, 555th Engineer Brigade. LTC Welch served as Commander, 72nd MAC, 1st EN BN, 555th EN BDE deploying to Tikrit, Iraq in support of Operation Iraqi Freedom. Following command, LTC Welch served as the 1st EN BN Rear Detachment Commander at Fort Riley and as an Associate Athletic Director for the Office of Intercollegiate Athletics at the United States Military Academy. Following completion of Command and General Staff College, LTC Welch attended the Army Acquisition Basic Course as well as the Army Intermediate Program Management Course. LTC Welch’s acquisition assignments include, Assistant Product Manager, PM Maneuver Ammunition Systems – Medium Caliber, Picatinny Arsenal, NJ; Joint Service Small Arms Program Military Deputy and USSOCOM Cell Chief of Special Projects, DEVCOM Armaments Center, Picatinny Arsenal, NJ; DEVCOM FAST Advisor to Army North and Army South, Fort Sam Houston, TX; and Brigade Executive Officer for 410th Contracting Support Brigade (CSB), Fort Sam Houston, TX. LTC Welch is currently serving as the Product Manager for Artillery, Mortars, and Precision Systems under Project Manager Combat Ammunition Systems in Joint Program Executive Office Armaments and Ammunition, Picatinny Arsenal, NJ where he is responsible for course correcting artillery fuze programs, towed artillery systems, as well as mortar weapon systems for the US Army. LTC Welch’s awards and decorations include, the Bronze Star Medal, the Meritorious Service Medal with three oak leaf clusters, the Army Commendation Medal with oak leaf cluster, the Army Achievement Medal with oak leaf cluster, the Valorous Unit Award, the Navy Unit Citation, the National Defense Service Medal, the Iraqi Campaign Medal, the Global War on Terrorism Service Medal, the Army Service Ribbon, the Overseas Ribbon, and the Air Assault Badge. LTC Welch is married to the former Miss Melissa Delgadillo and has three children, Ian Jr. (13), Charlotte (9), and Veronica (6).
