TC Welch graduated from the United States Military Academy at West Point earning a Bachelor of Science in Mechanical Engineering and commissioned as an Engineer officer in May 2005 LTC Welch’s acquisition assignments include, Assistant Product Manager, PM Maneuver Ammunition Systems – Medium Caliber, Picatinny Arsenal, NJ; Joint Service Small Arms Program Military Deputy and USSOCOM Cell Chief of Special Projects, DEVCOM Armaments Center, Picatinny Arsenal, NJ; DEVCOM FAST Advisor to Army North and Army South, Fort Sam Houston, TX; and Brigade Executive Officer for 410th Contracting Support Brigade (CSB), Fort Sam Houston, TX. LTC Welch is currently serving as the Product Manager for Precision Fires and Mortars (PdM PFM) under Project Manager Combat Ammunition Systems (PM CAS) in Joint Program Executive Office Armaments and Ammunition (JPEO A&A), Picatinny Arsenal, NJ where he is responsible for course correcting artillery fuze production and development as well as mortar weapon systems and associated fire control.
