Emmanuel Thomé, Chef Engineer, Colonel in the French Acquisition Corps, Head of the French-German-Spanish Next Generation Weapon System with FCAS (Future Combat Air system) - Combined Project Team (NGWS CPT), Programme Director.
Career:
In May 2023, he was nominated as the head of the French – German - Spanish Combined Project Team in charge of the programme NGWS within the Future Combat Air Sytem (FCAS). The CPT is made up of French, German and Spanish individuals, located in Arcueil close to Paris (France) and hosted by DGA (Directorate General for Armement - French Ministry for the Armed Forces)
From 2021 to April 2023, he was responsible for the elaboration of the new French Military Programming Law on the 2024-2030 timeframe as far as the Army, Navy and helicopters acquisition programs were concerned.
From 2018 to 2021, he was assigned at the Embassy of France in Washington as Deputy Defense Cooperation Attaché in charge of the Army, Navy, Joint, Space, Cyber and SOF domains.
From 2015 to 2017, he was appointed as the Military Assistant to the Director of Operations in DGA in charge of preparing all decisions and meetings concerning all French R&D military acquisition programs.
From 2014 to 2015, he was the technical leader for air nuclear strategic missiles, after being from 2011 to 2014 the technical leader for the export of tactical missiles and UAV at DGA headquarters in Paris
From 2006 to 2011, he was assigned in CELAR, the technical center of the French Ministry of Defense in the fields of information and communication systems, cybersecurity and electronic warfare as technical expert in the fields of information and communication systems, and then in cybersecurity.
In 2005, he integrated the DGA (Direction Generale de l’Armement), the French Procurement Agency and the armament military corps after a first experience in the private sector at Thales Alenia Space.
Education: From 2017 to 2018, he was selected and attended the Eisenhower School for National Security and Resource Strategy (United States – Washington DC). He graduated from the Eisenhower School in June 2018 with a degree of Master of Science in National strategic resources along with the Senior Acquisition Course certificate. He owns a master of degree in engineering from Telecom ParisTech (2005) with a specialization in telecommunication by satellites, as well as a Master of Research in Networks and Telecommunications (ENSEEIHT - 2005). Colonel Thomé is the recipient of the French bronze national Defense medal.
