Captain (CG) Héctor Rafael Magliocca Ferrero was born in Montevideo on 14 June 1971. He entered the Naval Academy on February 1, 1988, graduating as Midshipman of the General Corps on December 21, 1992, carrying out the training voyage on board the NAVIO ESCOLA BRASIL.
During his career he held positions in various floating units: Coast Guard Cutter "SALTO" as Deck Officer, School Ship "CAPTAIN MIRANDA" as Deck Chief, Frigate "GENERAL ARTIGAS" as Operations Department Officer and Deep Sea Tug "BANCO ORTIZ" as Commander. He was also a member of the first crew of the Multipurpose Vessel "GENERAL ARTIGAS" (Wilhelmshaven, Federal Republic of Germany).
On land he served in the Electronics Service of the Navy as Chief of Workshops and as Second Chief, in the Naval School as Chief of Corps and as Deputy Director, in the Naval War College as Course Officer, in the General Staff of the Navy in the Operations and Plans Division as Chief of Maritime and Special Affairs, as Assistant of Orders of the Minister of National Defence and as Chief of Staff of the General Directorate of Naval Material, position he currently holds.
He has a degree in Naval Systems, Electronics and Telecommunications Technologist, High Frequency Technician (San Diego Fleet Training Center, United States of America) and Specialist in Oceanography and Marine Resources (Miguel de Cervantes University, Kingdom of Spain - FUNIBER).
He has completed the Naval Staff Course in Uruguay, the United Nations Staff Course in the Republic of Guatemala (Peacekeeping Operations Regional Training Command), the Advanced Command and Joint Staff Course in the United Kingdom of Great Britain and Northern Ireland (Defence Academy) and the Management and Strategic Leadership Course in the United Kingdom of Great Britain and Northern Ireland (Chartered Management Institute). He holds a Master's degree in Defence Studies from King's College London. He has 21 years of teaching experience, currently teaching Applied Navigation to final year students at the Naval Academy and Operational Strategy to Staff Course students at the Naval War College.
He is married to Mrs. María Fernanda Montenegro Belarra and has 2 children, Felipe Rafael, 15 years old and María Belén, 12 years old.

tasked with balancing rapid modernization with budgetary constraints. What is the right approach
to shipbuilding and modernisation of the existing fleet? How can industry support operational
versatility and multi-mission modularity? What is the necessary force structure for the future
operating environment?
Maritime operations will require an ever-increasing ability to collect and act on sensor data to
build the tactical picture for operations. How can navies enhance threat detection and accelerate
decision-making without compromising signature management? How can navies enhance
capability for ASW?
