General Nogueira is from Rio de Janeiro. Born in 1966, he graduated as a pilot from the Air Force Academy in 1984. Throughout his career, he specialized in the operational field, completing several courses, including the Air Tactics Course, the Air Battle Elementary Training Course, and the Defense and Security Strategy Course, among others. Furthermore, he holds an MSc degree in Command and Control from the Instituto Tecnológico de Aeronáutica (ITA). In December 2023, Major General Nogueira was assigned, for the second time in his career, as Chief of Staff of the Brazilian Air Force Training Command, after serving for two years as Commander of the First Regional Air Command. In this role, he led Operation Yanomami in 2023, an initiative managed by the Ministry of Defense aimed at delivering essential supplies to isolated indigenous tribes in the northern region of the Brazilian Amazon rainforest. Additionally, he was responsible for managing resources to train both pilots and infantry troops of the Brazilian Air Force.
Following his promotion to four-star general, he was appointed as Aerospace Operations Commander, overseeing all operations involving the Brazilian Air Force. During his tenure, he led notable operations such as Catrimani, Taquari, Tucumã, and Pantanal. In 2025, due to his extensive expertise in training and preparation within the Air Force, he was selected as the Commander of the Training Command of the Brazilian Air Force.
As a fighter pilot, he completed all operational courses, including Fighter Squadron Leadership, Fighter Group Leadership, and Composite Air Mission Leadership, as well as Reconnaissance Squadron Leadership. He has accumulated over 2,300 flight hours and has piloted aircraft such as the A122, T-25, EMB 312, EMB 110, EMB 120, and C208. Additionally, he has served as a flight instructor for the EMB 326 Xavante and AMX aircraft
