Colonel Joseph S. (Scott) Anderson was born in Charleston, South Carolina to a military family and grew up in Bristol, Tennessee. COL Anderson is a 1993 Distinguished Military graduate of East Tennessee State University, Johnson City, TN, earning a Bachelor of Business Administration. Upon graduation, he was commissioned a Second Lieutenant of Infantry in the Regular Army. He holds a Master of Business Administration from the Naval Postgraduate School, Monterey, CA and a Master of Strategic Studies from the U.S. Army War College, Carlisle Barracks, PA. COL Anderson's professional military education includes the U.S. Army Infantry Officer Basic and Advanced courses. The U.S. Army Mechanized Leaders Course, Air Assault School, Airborne School, and the Mortar Leaders Course. The Combined Arms and Services Staff School, The Command and General Staff College (ILE), the Army Acquisition Basic and Intermediate Courses, the Program Manager’s Course, the U.S. Army Space Course and the U.S. Army War College. He is member of the Army Acquisition Corps and is level III certified in program management and level II certified in contracting. COL Anderson led tactical Infantry units in both the 101st Airborne Division (Air Assault, Fort Campbell, KY and the 3rd Infantry Division (Mechanized), Fort Benning, GA. While assigned to the 2d ‘Strike’ Brigade, 101st Airborne Division, (Air Assault), he served as Rifle Platoon Leader, Battalion Mortar Platoon Leader, and Headquarters Company Executive Officer in 3rd Battalion, 502nd Infantry. During this assignment he participated in Operations Safe Haven and Safe Passage in the Republic of Panama in 1995. During his assignment with the 3rd Brigade Combat Team, 3d Infantry Division (Mechanized) he served as the Brigade Adjutant and as a Rifle Company Commander. While serving as Commander of Alpha Company, 1st Battalion, 30th Infantry ‘Battle Boar’, he deployed to Kosovo in support of Operation Joint Guardian from October 2001 to May 2002. COL Anderson's other command assignments include Charlie Company (Mechanized Leader’s Course), 1st Battalion, 29th Infantry Regiment, Fort Benning, GA from September 2002 to August 2003. As an Army Acquisition Officer, COL Anderson served as a contingency contracting officer with XVIII Contracting Command, Fort Bragg, NC from September 2003 to August 2005. During this assignment, COL Anderson deployed to the Republic of Iraq in support of Operation Iraqi Freedom and served as the Deputy Commander, Regional Contracting Center, Balad, Iraq. From July 2007 to July 2009, he served as an Assistant Product Manager, within Program Executive Office Soldier, Fort Belvoir, Virginia and deployed in support of both Iraqi Freedom and Enduring Freedom. From July 2009 to July 2010 he served as the Executive Officer for the Deputy Assistant Secretary of the Army (Procurement), and from July 2010 to July 2011 he served as a Department of the Army Systems Coordinator for Unmanned Aircraft Systems within the Office of the Assistant Secretary of the Army for (Acquisition, Logistics and Technology). From August 2011 to August 2014 COL Anderson served as Product Manager, Ground Maneuver (TUAS) within Project Manager Unmanned Aircraft Systems. From September 2014 to June 2015 he was nominated and served in the U.S. Army Deputy Chief of Staff, G8, Program Analysis & Evaluation Directorate as a Senior Program Analyst. Most recently, from July 2015 to June 2017, he served in a joint assignment as Director, Operational Integration at the National Reconnaissance Office, Chantilly VA. COL Anderson’s awards and decorations include: the Defense Superior Service Medal, the Bronze Star Medal, the Meritorious Service Medal with four oak leaf clusters, the Army Commendation Medal with five oak leaf clusters, the Army Achievement Medal with two oak leaf clusters, the Kosovo Campaign Medal, the Iraqi Campaign Medal, the NATO Medal, the Humanitarian Service Medal, the Joint Meritorious Unit Award with oak leaf cluster and the German Armed Forces Efficiency Badge (bronze), Expert Infantryman’s badge, Parachutist badge, Air Assault badge, Army Space badge and the Army Staff badge. His honorariums and decorations include: the US Army Aviation Association of America Order of St. Michael bronze medal, the US Army Military Intelligence Corps Knowlton Award, and the National Reconnaissance Office Medal for Superior Service
