Raised in Lakewood, WA, Reuben commissioned as a Second Lieutenant in December 2004 through the ROTC program at Seattle University where he earned a Bachelor of Arts degree in Business Management. Upon his commissioning, he attended the Quartermaster Officer Basic Course at Ft. Gregg-Adams, VA and on completion was assigned to the 2nd Infantry Division, 4th Brigade (4/2ID), 202d Brigade Support Battalion at Joint Base Lewis-McChord, WA from 2005 to 2009 where he held positions as Fuel and Water Platoon Leader, Company.
Executive Officer, and Battalion S-4 Logistics Officer. During his tenure with 4/2 ID he deployed to Iraq for 14 months in support of Operation Iraqi Freedom (OIF). After attending the Combined Logistics Career Course at Ft. Gregg-Adams, VA in 2009, he was assigned to the 201st Battlefield Surveillance Brigade, 502d Military Intelligence Battalion at JBLM, WA, where he deployed to Iraq a second time to serve as the Battalion S4 Logistics Officer in support of OIF. Following the deployment, LTC Joseph was appointed as Company Commander with the 593rd Sustainment Brigade at JBLM, WA in 2010 and completed two successive Commands with the Higher Headquarters Detachment, 57th Transportation Battalion, and the 140th Movement Control Team, 593d Special Troops Battalion. In 2012 he was assigned to Ft. Shafter, HI and served with the 8th Theater Sustainment Command as the Operational Contract Support Officer.
In January 2014, Reuben transitioned to the Army Acquisition Corps and served as a Team Leader under the 413th Contract Support Brigade at Ft. Shafter, HI. In 2016 he deployed to Afghanistan in support of Operation Enduring Freedom and served as the Chief of Contracting for Regional Contracting Office – South Afghanistan and Lead Administrative Contracting Officer for LOGCAP. In 2017 he joined Army Contracting Command Detroit as a Contract Team Leader and was the lead Contracting Officer for the Army’s acquisition of the Army Combat Fitness Test. In 2019 he served as Assistant Product Manager on the Army’s Armored Multi-Purpose Vehicle (AMPV) program and managed the development, testing, production, and the AMPV integration of the Objective Commander’s Weapon Station. In 2021 he joined Defense Contract Management Agency (DCMA) Rolling Meadows as the Site Director at Northrop Grumman, where he was responsible for the administration of contracts valued more than $10 billion and in support of various electronic sensors and infrared countermeasure programs for Army, Air Force, and Navy fixed wing and rotary airframes. LTC Joseph most recently served as the Executive Officer for DCMA Central Region Command in Arlington.
LTC Joseph has a Master of Arts Degree in Organizational Leadership from Chapman University. His military schooling includes US Army Command & General Staff College, Combined Logistics Career Course, and the Quartermaster Officer Basic Course, among others. Reuben also holds a Professional certification in Contracting and a Practioner certification in Program Management.
