In 2005, the Chief of Operations issued a challenge to the Virginia-Class Submarine Programme–reduce the per-ship cost by approximately 20 percent by fiscal year 2012 or continue building only one submarine a year. This paper provides a comprehensive look at the genesis, approach, metrics, and execution results of the Virginia Cost Reduction Programme, touching upon principles which can be applied to other naval combatant shipbuilding programs.
